help with parallax 7155

I am only getting 4.6vdc on the output. With batteries hooked up and shore power connected my output reads the same as the battery voltage. I have been through the troubleshooting flow chart and it does not help, with reverse polarity fuses out the output is 13.8vdc and with the fuses in it reads battery voltage. When I take the battery out of the system the converter puts out 4.6vdc. I have disconnected ALL 12v load looking for the overload or short and the converter still puts out 4.6vdc. Is a new converter in my future or am I missing something??

Really tough to make calls over the internet without being there to check things but, I would double check the ground wires and all other connections from the converter.

87crew, I have checked all of the wiring short of taking the board apart and looking for cold solder joints. I did find that the main ground to the frame in the battery compartment was hooked up without removing the paint, so I fixed that and still the converter is only putting out 4.6v
