I think it's a flare used for safety marking on higway construction prior to batteries. The fuel was probably petroleum based.

Added: the flanges hung from mating pieces mounted to barricades which looked like orange and white long saw horses.

You Know what I'm not that old but I can remember these being used on construction sites when my dad would take us kids for rides to show us the sites.

Without the full assembly, I'd have said it was some sort of smudge pot as well.

Seeing it all together, you can tell it's for melting lead to sweat pipe together.

Excellent what is it post.

My grandfather by trade was a finish carpenter but he also did plumbing and Masonary. and yes it was for cast or sand pipe as some people call it.

JUST BE SAFE WITH THAT THING. BREATHING THE FUMES CAN BE DEADLY
I knew a fellow that got Lead Poison from casting sinkers by using one of things. He is no longer with us.

I used one when a telephone cable splicer back way back, ha... The "splicers helper" would be above ground, not in manhole with flameable tools, and would send down hot lead for wiping lead sleeves on lead telephone cables... I was sure glad when they did away with it and went with cast steel closures and then plastic..

So this pot was used for many different jobs, as most can see.
