Another 32qbt question

I purchased a new 32 qbt a couple weeks ago and this week while waxing the front fiberglass I noticed one of the nose decals has some paper type covering over it that was not removed. Anyone have a suggestion on how to remove it and not damage the actual decal under. I tried wax, rubbing alcohol, goof off. Nothing seems to work?
