Access door leaks

Water comes out of my access door after a rain. The outside of the door has been resealed but when I raise the access door after a rain water runs out. I am afraid that water might rot the access door or freeze in the winter. Anyone have any ideas as how the water is getting in?? I am thinking it might be coming in the inside of the door. I don't have water on the floor inside the door. It just runs out the access panel when I raise the door. Maybe I need to seal the inside of the access panel too. Anyone have this happen to them?

I have noticed it on mine, but not all the time. Usually, it is not alot of water and I don't think there is anything to rot in the door itself. At night, you can turn on the light in the basement and close the door and you will see the light coming through the door, so there is no wood in there. I have never thought about the freezing thing, but mine is a 2004 model and no problems yet.
